In several newspaper articles Clark's experiences on the staff of the allied forces Supreme Headquarters of World War II, especially dealing with a highly sensitive mission to Capri, Italy, and Clark's association with Josef Muller, a major German reformer and rebel during the Nazi reign. Clark is dubbed as the Co-Author of German Democracy along with Muller, who took the ideas he gathered working with Clark during the war, and eventually started the Christian Social Union, Germany's ruling political party.

Clark served as an Intelligence officer in the U.S. Navy European Theather of World War II from 1944-1945 achieving the rank of Lieutenant Commander. on the Control Council during WWII and went on a special mission to Capri, Italy.
